In 2017, the campaign in Syria ended. For 2018, it was decided that the funds of the Ministry of Defense are not subject to sequestration at all. Unlike other departments, the army budget will be financed at the level of 2017. In the 2016 budget, the share of spending on national defense was 4.1% of GDP. In 2017 - 3.1%. 2.8% is planned for 2018.

- In absolute terms: the budget of the Ministry of Defense in the 16th year - under 4 trillion rubles, in the 17th and beyond - less than 3 trillion. Where did we lose a quarter of the budget?

- Nowhere lost. The difference is prepaid loans. As you know, the implementation of the State Defense Order is financed from two sources: budget money and bank loans under state guarantees. We decided to part with the burden of debts and repaid loans ahead of schedule with interest. In 2016 - 792 billion, in 2017 - 186.8 billion. The savings from this amounted to 130.7 billion rubles.

- How is the money allocated for national defense spent?

- National defense spending is not equal to the cost of maintaining the army. Over the past couple of years, we have been spending 60% of the military budget on equipping the army and 40% on maintenance. For 2018, in absolute terms, this will amount to 1.5 trillion for the first item of expenditure and 1.3 for the second.

“Well, that's not entirely true. Military-industrial complex enterprises pay taxes in all subjects of the federation, pay salaries to their employees, and provide subcontractors with orders. In recent years, 481 billion have been paid in taxes alone. Salary - by 444 billion, 121 billion in Pension Fund, 259 to the Compulsory Medical Insurance Fund ... Agree, a strong argument in favor of those who say that defense spending is too high and it would be nice to cut it. Our defense industry is a driver for the development of the Russian economy. Following it, not only such traditional industries as energy and metallurgy are developing, but also science-intensive industries. - Until recently, there was such an unpleasant phenomenon in relations between the Ministry of Defense and the defense industry: overpricing. Sometimes it reached 200 - 300% of the contract. Did you manage to solve the problem?

- We recently set up an experiment on the basis of two defense industry enterprises in the Tula region. One director scrupulously maintained the declared prices. Well done, thank you! Only profit received half as much as planned. At the second enterprise, prices rose almost immediately: components went up in price, electricity, housing and communal services tariffs grew up ... Also bad.

In fact, the same thing happens everywhere. Namely: defense industry enterprises are trying to shift the costs of their "social program" onto the shoulders of the budget of the Ministry of Defense ...

Therefore, in the first half of 2018, a government decree will be issued that will regulate the maintenance of separate analytical accounting at enterprises. We have developed a methodology for the correct formation of the cost of products, which will allow us, as a government customer, to protect the cost of our products and effectively plan our finances. And enterprises will be able to argue their costs to regulatory authorities.

From January 1, 2018, the salaries of military personnel and pensions of military pensioners will increase by 4%. From October 1, 2019 - another 4%. From October 1, 2020 - by the same amount. Thus, the average salary of servicemen will be 66.1 thousand rubles.

- But enterprises can be understood: who will maintain their polyclinics, kindergartens, sanatoriums, dispensaries?

- Exactly! But why include the entire social program in a contract with the military department? After all, most defense industry enterprises produce both dual-use products and frankly civilian-commercial products. Let's divide proportionally!

- By the way, what are these two enterprises from the Tula region, so rich in defense industry enterprises?

The essence of the scam was that non-ferrous metals were fictitiously supplied abroad. In particular, as follows from the materials of the criminal case, Anokhin controlled the company " TD KMK”, which is mentioned in a fictitious transaction with a UK resident Hillgold Properties Limited. It follows from the companies' agreement that TD KMK sent to Britain copper powder for 10 million dollars, but there was actually no delivery. The persons mentioned above bought scrap of non-ferrous metals in the territory of the Russian Federation, processed it at their industrial facilities, passed it through a chain of one-day firms (there were about seventy of them), and then sold it through the Svelen holding company for export to Germany or Austria at inflated prices. After that, in fact, they received a refund for VAT.

The economic police of St. Petersburg announced the disclosure of this crime back in 2016. All this time there was an investigation, and then a trial. Initially, it was said that the damage to the state amounted to almost a billion rubles, but the amount, as we see, has significantly decreased - for reasons that have not yet been announced.
