Vasily Melnichenko was brought to criminal responsibility. Odious farmer Vasily Melnichenko: biography with photo. Skeletons in the Galkin closet

Of course, Vasily Melnichenko, an entrepreneur from the Urals, is a bright and extraordinary personality. The country learned about him after he criticized the current government at an economic forum held in Russian capital spring of this year. The popularity rating of a farmer from the province has become even higher thanks to a video posted on RuNet with his participation. A few minutes earlier, an unknown businessman Vasily Melnichenko was able to outline the difficult conditions in which the Russian village has to survive. He does not get tired of repeating about the unprecedented scale of corruption in our country. The farmer also regularly repeats that the domestic policy in Russian state long time to change. His quotes: “In Russia, the level of delirium has exceeded the standard of living”, “An officer is not a position, not a rank, this is an understanding of honor”, “People, as you know, cannibals love most of all” have already managed to “go to the people”.

So who is he - Vasily Melnichenko, who loves to "cut the truth of the uterus" so much? Let's consider this question in more detail.

A native of the people

Vasily Melnichenko, whose biography is very interesting and remarkable, was born into a peasant family in 1954 in Ukraine. He spent his childhood in the countryside, and after graduating from school he became a student at the Uman Agricultural Academy. In 1987, Vasily Melnichenko moved to live in the Ural region, where his first occupation was the manufacture of tombstones from marble.

Head of the cooperative

The future farmer quickly got used to his new place of residence and already in 1989 he was appointed head of an agricultural enterprise (the cooperative "Interior") in the village of Rassvet. It was impossible to call a prosperous business: the lack of feed, the lack of discipline among employees, and so on affected. But Melnichenko Vasily was able to solve the main problems of the enterprise.

Shops, a bakery, a confectionery shop, a fish shop, a mill, a furniture production shop, and a sewing workshop were built. Production lines were modernized, premises were renovated, and a new transformer substation was erected.

high class enterprise

In 1995, the farm headed by him takes first place in the competition of socio-economic development projects, which is organized throughout the country. The enterprise becomes diversified. In the village, the role of the women's council, established under the TOS of the village of Rassvet, is being activated. The cooperative "Interior" began to help in solving state problems: the social adaptation of people who were released, providing housing and jobs for internally displaced persons from the former Soviet republics, youth employment.

In the period from 1991 to 1994, Vasily Alexandrovich Melnichenko (a farmer) sheltered eleven families of former prisoners in the village, providing them with housing and work.

In the period from 1993 to 1997, the enterprise, which was run by an enterprising peasant, was replenished with members from twenty families of forced migrants.

Shut up, sadness, shut up ...

In 1998, Vasily Aleksandrovich had a conflict with representatives of the local Cossacks, who set fire to his farm, which he had been restoring for so long and stubbornly. But it was planned to create a powerful agro-industrial cooperative of a wide profile.

In an instant, the prosperous enterprise "Dawn" was gone. Initially, the Cossacks envied how successful Melnichenko's business was. They wanted to impose a tribute on the entrepreneur. But he flatly refused to comply with their demands. Then they physically destroyed his offspring. After some time, the Ural peasant declared war on the raiders and established a legal consultation office in the village, which provided services to residents free of charge.

Journalist career

It should be noted that the peasant Vasily Melnichenko is not only an experienced manager, but also a professional in journalism. After the destruction of his farm in the village of Rassvet, he decided to become a correspondent for the print publication "Territory of People's Power". Vasily Melnichenko is a farmer who has achieved great success in the journalistic field and for his hard work received the status of a laureate of the Artem Borovik Prize and the Academician Sakharov Prize. He also won a competition among journalists covering corruption topics. For his special desire to expose officials who took bribes, the Ural farmer was repeatedly threatened and beaten by their patrons.

New leadership position

In 2008, Vasily Aleksandrovich Melnichenko became the head of the Galkinsky SEC. Before the farmer stands again the most difficult task- to create a strong diversified production structure that would provide all residents with jobs that are so lacking in the countryside.

Galkinskoye is located just 130 kilometers from the regional center (Yekaterinburg). This settlement does not stand out in any way from others: dilapidated houses, lack of quality roads, underdeveloped transport infrastructure. The goal of turning Galkinsky into a model state farm is incredibly difficult to achieve. Nevertheless, Vasily Alexandrovich Melnichenko, whose photo often flashes on the pages of the press, is not going to give up even in the conditions of the economic crisis. Whatever project the Ural entrepreneur implements, there are always difficulties on his way. He is one hundred percent sure that the development of the countryside in our country is hindered by the officials themselves. In particular, the farmer claims that the authorities are deliberately going to increase the price of diesel fuel in order to stop plowing the land in the village. “Everything is being done to make the village die out,” says the peasant. However, Vasily Aleksandrovich Melnichenko, the director of the Galkinskoye farm, is not going to give up so easily. For several years, he had the idea of making rabbit fur products in his head. To launch his new enterprise, he had to go through the certification of workplaces. The entrepreneur is perplexed why officials have redirected the concern for the health of citizens into private hands. The intermediary company asks for a fairly large amount for its services - more than 120 thousand rubles. “This barrier seriously slows down the opening of a business. Why am I being forced to use the services of a private firm?” - the entrepreneur complains. These are the difficulties that Vasily Aleksandrovich had to face.

Successful business

Today, an enterprise for the processing of rabbit skins is successfully operating on the territory of the Center for Initiatives.

This is Melnichenko's main business, which brings a steady income to its owner. A peasant from the Urals also built a farm where over one thousand animals are bred. Rabbit fur is used in the manufacture of rugs and fur coats. The meat of the "domestic hare" is supplied to a roadside cafe, which was built by Vasily Aleksandrovich Melnichenko. The farmer assures that the range of dishes at his catering point is no worse than in local and even Moscow region establishments. In particular, Melnichenko's chefs can offer guests French-style meat, savory side dishes, soups, delicious barbecue, roast rabbit, and several salad options. Moreover, the prices in the public catering establishment, according to the reviews of visitors, are quite acceptable. In the immediate vicinity of the above catering point there is a mini-hotel, where truckers usually spend the night. This object also brings the owner a small income.

Vasily Alexandrovich has no doubts about the success of the “rabbit” business, because he knows how much demand he has and will use the products produced by his enterprise.

Other Melnichenko projects

Another significant project for the Ural peasant is the construction of economy class apartments.

However, to bring it to life is not possible, according to Vasily Alexandrovich, without the construction of an enterprise for the production of foam ceramics. The farmer's son carefully worked on the design of the latter. Moreover, the developments were duly appreciated by representatives of the scientific community. This is confirmed by various diplomas and certificates decorating Melnichenko's office. One way or another, it is still problematic to put the idea into practice, since serious investments are required.

“I have no sources of financing, and I don’t want to borrow money from a bank because of the extortionate interest that he wants to receive by issuing a loan for business development. As for the officials, they were not interested in my project from the point of view of investment. But in Lithuania, I built such a plant,” the entrepreneur says.

Vasily Alexandrovich plans to organize a modern production complex equipped with the latest equipment, equipped with workshops where products will be packaged and spacious vegetable stores. Melnichenko is ready to purchase production units exclusively of domestic production. “Equipment for the manufacture of silicon products is already being made at our enterprises: Electrofurnace (Rybinsk), Energia (Voronezh), Unikhim (Yekaterinburg),” the Ural businessman emphasized.

WTO and agriculture

Melnichenko is critical of the fact that our country has joined the WTO. In his opinion, today everyone is puzzled over how to "go around" the international organization. And one of the options for solving this problem is to recognize the fertile lands of our country as unsuitable for agriculture. The farmer is convinced that no bank will issue a loan to any entrepreneur who intends to develop a business in "unfavorable" regions. But Vasily Alexandrovich is a man "not from a timid one", and he can be heard by the authorities by all available means.

Fighter for justice

Today, a peasant from the provinces is active in social activities. He is not only a businessman, but also a human rights activist.

He did not forget his journalistic work. What else does Vasily Alexandrovich Melnichenko do? The federal village council heads. This is the name of one of the social movements.

Conclusion

The Ural entrepreneur takes his popularity calmly. He is convinced that she will only play into his hands in an attempt to reach out to whom it is high time to consolidate, so as not to exist, but to live with dignity in the Russian outback.

"We have no other choice"

Ural farmer Melnichenko will offer Putin a plan to save Russia with the help of hogweed

Farmer Vasily MelnichenkoDaria Shelekhova

Ural farmer, chairman social movement"Federal Village Council" Vasily Melnichenko will propose to President Vladimir Putin a plan to save Russia from poverty with the help of cow parsnip, miscanthus grass and a special way of processing grain. Melnichenko's proposals are contained in a report that was written on the eve of the Congress of Representatives of Small Towns and Villages as part of the discussion of the national project "Rural Development", which became the 13th national project in Putin's May decree.

The congress of representatives of small towns and villages will be held in Moscow on October 13. According to the organizers of the event, Deputy Prime Minister Alexei Gordeev, Chairman of the Accounts Chamber Alexei Kudrin, Russian Industry Minister Denis Manturov, Agriculture Minister Dmitry Patrushev and others are going to speak at the congress.

The article, which Melnichenko wrote on the eve of the congress, is called "Indigenous Russia is ready to fulfill Putin's plan." The main idea of the farmer is that it is necessary to use vast unused areas of land in the Non-Chernozem zone of Russia, in Siberia and on Far East to save the country from poverty. This part of the plan is called the "Five-Year Plan for the Rooting of the People on Earth."

"Today at countryside and small towns in Russia is home to 66 million people - mostly poor and very poor people in conditions of total unemployment. There is a depopulation of the territories of Russia through the elimination of production activities - the basis of the well-being of every society, ”Melnichenko prepares the ground for his proposal.

According to the plan of the Ural farmer, 30,000 farms can be created in Russia on 18 million free hectares of arable land. He offers two main crops to grow on them. First of all, Sosnovsky's hogweed, which is now considered a weed in the country and is actively fighting it.

“In the 50s of the last century, this plant was introduced into circulation as a fodder crop for animal husbandry due to its high yield and survival in the adverse conditions of the Non-Black Earth Region. Years have passed, there has been no animal husbandry in the Non-Black Earth Region, and hogweed has been declared a weed, and today money is being allocated from the budgets for its elimination. This is how the most useful plant, capable of producing a green mass yield of 100 tons per 1 ha or more, with a sugar content of up to 30%, will be destroyed everywhere, ”Melnichenko writes.

Note that hogweed in Russia is destroyed, among other things, because it causes severe and long-term healing burns, and in this moment grows uncontrollably on roadsides.

The farmer proposes to allocate 1 million hectares for controlled cultivation of hogweed. From the received 100 million tons of plants, according to him, it is possible to produce 10 million tons of bioethanol (which can be sold for 180 billion rubles), 5 million tons of fodder yeast (revenue - 90 billion rubles), 5 million tons of fuel pellets (another 25 billion rubles). ). In addition, according to scientists, sugar can be obtained from hogweed. Out of 100 million tons of plants - 15 tons of granulated sugar or 2 million tons of fodder yeast.

From just 1 million hectares of hogweed, various methods can produce products worth from 295 billion to 397 billion rubles, Melnichenko claims.

In addition, Vasily Melnichenko proposes to grow about 10 million tons of miscanthus grass in the Non-Black Earth Region, which is used to produce pulp, cardboard and disposable tableware. From one hectare of such arable land, according to the farmer's calculations, each farm can receive from 60,000 to 90,000 rubles, and from 1 million hectares - products worth 400 billion rubles.

Farmer Vasily Melnichenko - about the program for Putin and the new president of Russia

The third way to bring Russia out of the crisis is deep processing of grain. In those regions where it is impossible to grow high-class wheat, it is proposed to process it using this technology, which improves the quality of products. In this way, it will be possible to obtain feed protein, acetic acid, feed mixtures for animals - total products worth 345 billion rubles, if 10 million tons of off-grade grain are processed.

According to Melnichenko, each of the 30,000 farms should grow hogweed, miscanthus, grain, vegetables, and fodder for 60 heads of livestock, as well as produce milk and meat. According to the plan, the revenue of one farm, which should employ 10 people, should be 33 million rubles a year. To whom the farmers will sell the resulting products, the article does not say.

In total, Melnichenko's plan will make it possible, in his opinion, to employ 300,000 people. All farms must produce products worth 1 trillion rubles. The annual gross product of the project will amount to 1.6 trillion rubles.

To implement the project, a huge amount of equipment and real estate will be needed: 75,000 tractors, 25,000 combines, 30,000 vegetable stores, 150,000 residential buildings, 6,000 sugar mini-factories, 1,000 1 thousand plants for the production of bioethanol and much more. But Melnichenko considers this not an expense, but the development of production: the order for industry for 2019-2021 will amount to 5.1 trillion rubles, of which at least 30% - 1.53 trillion rubles - will return to the budget.

Thus, writes Vasily Melnichenko, the implementation of the project will increase the production of Russia's GDP by 3.35 trillion rubles a year (+3.4%).

“Of course, you will say that such a project is very difficult to carry out. And I agree with you. But we have no other choice! There are tasks set by the President,” Melnichenko concludes this part.

Much less is said in the article about where to get the funds for the implementation of this project. Vasily Melnichenko avoids even naming the approximate amount needed to start implementing his plan.

“Many will probably say that these are just plans, because there is no money to fulfill them. There is money. We reveal where they are, and the mechanisms for their involvement in projects for the development of the local, local economy of the territories. Yes, this is the State Bank for the Development of Territories. The financial institution responsible for the results of the implementation of the National Project "Development of Rural Territories of Russia" is mentioned in the article, but the farmer does not dwell on this in more detail.

It was not possible to get through to Vasily Melnichenko to ask him the questions that appeared after reading his article.

Thursday, April 14 Vladimir Putin for the 14th time he draws a direct line with the Russians. During the live broadcast, the Ural farmer Vasily Melnichenko, who was in the television studio, shouted at the attention of the president. In a rather expressive manner, he asked the head of state why schools, kindergartens and hospitals began to close in rural areas.

"Regarding the reduction social institutions. Perhaps some optimization is needed. But I completely agree with you that it is necessary to take into account the peculiarities of our country. Over a large area, it is necessary to preserve the excess - if someone thinks so - social network. It is impossible for a pregnant woman to give birth 100 km away. Nothing like this can be mechanically entered into the plan for the social development of the village. Our task was to provide preschool institutions country — and 99% we have completed this task. This should be done in other institutions as well,” Putin said.

On the disavowal of the Letter to the UN of the President of the RSFSR
Yeltsina B.N. dated 24.12.91 and invalid
voting representative of the USSR without authority
Vorontsova Yu.M., vetoing the UN Resolution

Dear Secretary General of the United Nations!

We bring to your attention and to notify the rest of the world, members of the Organization that all actions and transactions concluded, signed and carried out by unauthorized persons on behalf of the USSR or the RSFSR, the Russian Federation as a union republic within the USSR, in relation to other countries, states, commercial and international organizations, without the approval of the co-owners of the property of the USSR, which include citizens Soviet Union, having the proper powers of co-owners of the property of the USSR, are invalid (void) and do not give rise to any legal consequences, except for those related to restitution.

Only co-owners of USSR property or bodies legally formed by them have the right and authority to approve transactions of unauthorized persons on behalf of the USSR. These bodies currently include:

1. General meeting of citizens of the USSR - co-owners of the property of the USSR.

2. The All-Union Committee of Creditors of the USSR, consisting of representatives of regional city and district committees of creditors of the USSR, keeping records of the lists of creditors of citizens of the USSR and the debts owed to them by solidary debtors (rebels and rebels who arbitrarily took possession of the buildings of the authorities and administration of the USSR and the mass media).

3. Secretariat of the OIC VOINR of the USSR, as a representative of the co-owners of the property of the USSR, who filed a claim from a citizen of the Soviet Union to simulators of separate republics, illegally formed by organizations banned in the USSR without legal capacity, staging and imitations of the formation of supposedly sovereign states.

An unauthorized person who did not have the right to speak on behalf of the USSR when signing and sending a letter to the UN on December 24, 1991, was the President of one of the fifteen union republics that make up the USSR, a certain B.N. Yeltsin. Like him, deceitfully, as supposedly representatives of the USSR, subsequently all other private individuals spoke, without having the authority and approval of the collective owner of the property of the USSR and the bearer of its sovereignty.

The statement contained in the mentioned letter: “that the membership of the Union of Soviet Socialist Republics in the United Nations, including the Security Council, in all other bodies and organizations of the UN system continues with the support of the countries of the Commonwealth of Independent States of the Russian Federation (RSFSR). In this regard, I ask you to use the name "Russian Federation" instead of the name "Union of Soviet Socialist Republics", - we ask you to consider it disavowed, not having any semantic content and legal significance - void.

The rights and obligations under a transaction concluded by an unauthorized person in the interests of the owner of property with other persons, if such a transaction has not received the approval of the represented person, arise only for a person without authority as a violator of someone else's right.

Since all the described actions (transactions) on behalf of the USSR, starting from December 25, 1991, were carried out in relation to other persons at the international and foreign economic level by unauthorized persons, without any legal and logical grounds, except for fraudulent grounds, they need to be verified by the authorities owners of the property of the USSR in order to make decisions on them to approve or reject these transactions.

We ask the distinguished Secretary General of the UN, the UN governing bodies to take into account the circumstances and position presented, to bring them to the attention of other interested parties by publishing this letter on the website of the United Nations.

Resolution 3379 of the UN General Assembly "Elimination of all forms of racial discrimination" was adopted on November 10, 1975 at the XXX session of the UN General Assembly. It ranked Israel alongside apartheid states such as South Africa and Rhodesia and held that Zionism was a form of racism and racial discrimination. Similar resolutions have been adopted by various UN specialized agencies.

In 1975, the Arab countries took the initiative to adopt a resolution condemning Zionism as a form of racism and racial discrimination at the XXX session of the UN General Assembly.

During the discussion, international Zionism was condemned by representatives of the socialist countries. Thus, the representative of the Ukrainian SSR emphasized that Zionism is a form of racism, while the representative of Cuba pointed out that Zionism, which occupied Arab territories in 1967, continues to hinder the exercise of the fundamental rights of the indigenous population.

As a result of a long discussion, the XXX session of the UN General Assembly adopted resolution 3379. The resolution was supported by Arab countries, third world countries and the socialist bloc.

It contained a reminder of the resolution adopted at the XVIII session, which proclaimed the UN Declaration on the abolition of all forms of racial difference or superiority, containing indications that “every doctrine of racial difference or superiority is scientifically wrong, morally condemnable, in socially unjust and dangerous” and the concern it expressed about “the manifestations of racial discrimination still taking place in some parts of the world, which in some cases are perpetuated by the governments of individual countries through legislative, administrative or other measures”.

Resolution 3379 referred to the resolution adopted by the XXVIII session condemning "the unholy alliance between South African racism and Zionism". The resolution also stated that "international Zionism" had previously been condemned by a number of international intergovernmental and non-governmental organizations.

The UN Declaration on the Abolition of All Forms of Racial Difference or Superiority, containing indications that "any doctrine of racial difference or superiority is scientifically wrong, morally condemnable, socially unjust and dangerous", called Zionism "manifestations of racial discrimination ..."

However, Resolution 4686 of the UN General Assembly (Resolution 46/86) under the heading "Elimination of racism and racial discrimination" was adopted on December 16, 1991 by the UN General Assembly. It rescinded its resolution 3379 (XXX) of November 10, 1975, which held that Zionism was a form of racism and racial discrimination.

When voting for the adoption of this Resolution, a gross violation was committed - the interests of the USSR in the UN were represented by an unauthorized person, a certain Yuliy Mikhailovich Vorontsov, who was also appointed by a person without authority on behalf of the USSR allegedly by the President of the USSR Gorbachev Mikhail Sergeevich (Decree of the President of the USSR dated 18.04.1990 N 51 On the appointment comrade Vorontsova Yu.M. Permanent Representative of the USSR to the UN and Representative of the USSR in the UN Security Council with the rank of Deputy Minister of Foreign Affairs of the USSR).

According to the current Constitution of the USSR Art. 127.1 The President of the USSR is elected by the citizens of the USSR on the basis of universal, equal and direct suffrage by secret ballot for a term of five years. Gorbachev M.S. was never elected President of the USSR, was an unauthorized person and did not have the right to appoint Vorontsov Yu.M. Soviet representative to the UN. Therefore, Vorontsov Yu.M. for Resolution 4686 of the UN General Assembly is invalid.

Authorized persons and bodies of the USSR considered the issues of repeal of Resolution 3379, adopted by the XXVIII session of the UN General Assembly, which condemned the "unholy alliance between South African racism and Zionism", Resolution 4686, and unanimously came to the conclusion that it was necessary for the USSR to veto this resolution both morally, legally and logically unfounded.

Zionism deserves to be condemned and banned as a manifestation of racism, of which we inform you as the Secretary General of the United Nations. We ask you to make appropriate changes to the UN documents - to recognize Resolution 4686 of the UN General Assembly as not adopted.

“Now write complaints - what do you care about the moon. You won’t spit, you won’t shout, you won’t get through. Who is to shout? Whom to ask? Where to look for truth and reasonable participation? Now everyone only cares about themselves. In this vague timelessness, hands fall and despair overwhelms the soul. It seems that the only way out remains for the farmer - to lie down alive in the grave, as in the old song it is sung. And yet they live, and there are stable people who understand that one should not succumb to panic, but “one must do business,” as one Chekhov hero used to say. And therein lies the rub. When I meet such people, I understand that it is not vanity, not the search for the guilty (…), but the reasonable work of each of us that will save us…”, wrote B.A. Mozhaev in 1993 Vasily Alexandrovich Melnichenko is just one of such a rare breed of people. breeds alive

He was born in 1954. in Ukraine in a peasant family, since 1978. lives in the Urals, and since 1986. - in the village of Galkinskoe, Kamyshlovskiy district, Sverdlovsk region. In 1988 was elected chairman of the "Interior" cooperative, which was engaged in the production of facing wall materials, suspended ceilings, repair and construction work and agriculture. For several years of work, the cooperative managed to achieve impressive results: a road was built to the village of Rassvet; renovated farm premises; a new transformer substation was built; old production facilities were reconstructed and new ones were organized. In the village of Rassvet, a diversified production was organized. Worked: cattle farm; forage harvesting; mill; bakery; carpentry and furniture shop; sewing workshop; woodworking area; fish processing shop. The cooperative had its own trading network of 4 stores. The construction of a meat processing plant was completed in the village.

In Rassvet, a body of territorial public self-government of the TOS “Council of the Rassvet village” was organized, and the women's council played an active role in the life of the village. Doctors were centrally brought to the village, incl. dentists and prosthodontists. “The health of workers is the key to creative labor success,” Vasily Alexandrovich pointed out.

The cooperative was also involved in solving such important issues on a national scale as the adaptation of former convicts, the problem of forced migrants from countries former USSR, the fate of youth.

In 1991-1994 The cooperative received 11 families of former convicts, who were provided with work and housing. None of the former convicts were brought to criminal responsibility again. They worked and raised children.

In 1993-1997. The cooperative accepted and provided housing and work for 20 families of migrants from the former republics of the USSR. In contrast to the official authorities, here the settlers were not looked upon as headache, but as a human resource for the revival of the Russian deep territory. They did not accept everyone, but people of the necessary professions, so that they could be guaranteed to have an income. Each signed an employment contract. "I accept people not to live, but work Melnichenko said. - Housing can be built. But if there is no work, there is no income, there is nothing to live on. The hopelessness of the fate of a displaced person can be relieved by providing housing only for a while. Ultimately, you can get by with temporary housing, but you can’t do without work. In addition, housing must be of high quality. House for 3-5 rooms. There is a "trick" here. Two people do not live in such housing. So you have to have kids."

When, a few years later, the authorities begin to accuse Vasily Alexandrovich of having flooded the area with settlers, Natalya Silaeva, a member of the Grand Board of Trustees of the Russian Fund for Settlers and Refugees "Compatriots", the chairman of the TOS "Council of the Village of Rassvet" will say:

How embarrassing to say that! Thousands of Russian families, torn from their places by national strife, are looking for shelter in their homeland - in Russia. Yes, we arrived and settled in Rassvet. Yes, we really did not turn to various government services for help. Once they wrote a letter to the head of the district, it was about the acquisition of forest, which, according to the presidential decree, should be allocated free of charge to the families of immigrants. We received an answer that there is no forest in the area. So any of our appeals for help is more expensive for ourselves.

We did not ask for the status of a forced migrant. And why? We want to quickly forget that we are immigrants. And there was housing, there was work in the cooperative. The development prospect is good. Therefore, our settlers from Rassvet settlement did not disturb anyone. BUT everything that the state was supposed to do was done by Melnichenko, without any circulars, pompous ribbons and bureaucratic noise. I just hired people, helped in the arrangement as much as possible, and everything is fine. And he did not entice anyone, he did not drag anyone by force. And the village of Rassvet, Kamyshlovskiy district, has become for us a piece of native land. We are citizens of Russia.

It seemed to me that he was generally happy with every family that arrived and settled in the village. And the families looked closely at Vasya (the whole village called him that), because he is so easy to communicate with residents, workers, colleagues, the elderly and small, very polite, interested. Many did not understand his ideas and waited for someone to think, do, command for them, but Melnichenko wanted everyone to become independent masters of their own destiny, their own production. Vasily Alexandrovich has a very quick mind, he is always ahead, and sometimes it is very difficult for us to keep up with the ideas that he offers. Well, who in 1994 believed in Rassvet, that we would have a bakery, a meat processing plant, a mill, a fish shop? You see, Rassvet village has 150 inhabitants. All around the state farms perished like bread in bad weather, and he talks about development, about the progressive growth of the economy of the village, about self-government. Weird, and that's all. But somehow they didn’t notice how it happened that the mill, and the bakery, and the fish shop, and other industries began to produce products. Of course, not everyone was happy. Melnichenko spared neither himself nor the people, everything he had was subordinated to the idea - the sustainable development of the village. And people wanted money right away, so they stole a little, out of habit, and he "barked", and, nevertheless, did the job. This is how they got hold of production for all the inhabitants of the village. There was no unemployment - people were needed and came to work in Rassvet from Kochnevo, Galkino, Pulnikovo. What is it? As they go to the "north" now.

Silaeva herself had to endure betrayal, humiliation, insults when she headed the TOS of the village of Rassvet. Melnichenko supported her, having advised to create a free legal reception for the rural population, convincing that the law would prevail and that everything would be fine ahead.

In 1992-1994 The cooperative started a housing project for young families, and 6 single-family houses were built with extensive garden plots. In 1998 184 inhabitants lived in the village of Rassvet, of which 72 were children and adolescents. 70 people worked in the cooperative, they were preparing to launch the expansion of production for another 29 jobs. They recruited residents of neighboring settlements and from the city of Kamyshlov.

It seems that almost everything was in Rassvet: a school, a kindergarten, a shopping center, on the second floor of which weddings were celebrated. At the confluence of two streams, a dam was built, where families rested ...

In 1995 Melnichenko became the winner of the All-Russian competition of projects for the socio-economic development of rural areas. A year later, the Ural Academy of Agricultural Sciences published a book-textbook "The Science of Survival", in which a whole section was devoted to his projects, which won many international competitions. And in 1997. Methodological manuals with Melnichenko's projects have already been released by the Russian Academy of Agricultural Sciences. Vasily Alexandrovich received various grants for the development of these projects. Particularly from the UN.

One can only guess what success Dawn would have achieved in another 10 years. But…

“Rassvetovtsy will remember the day of September 2, 1998 for the rest of their lives,” Elvira Goryukhina wrote in her article “The Dawn That Was Extinguished” (“ New Newspaper", 07/17/2008). - 200 bayonets entered. The so-called Cossacks. They have nothing to do with real Cossacks. Mummers. A barrier was set up at the entrance to the village. They burned the bakery, the transformer, took out the grain. Armed drunken Cossacks occupied the village. The arsonists were found, but then released. The story got publicized.

And it all started when people came to Vasily and offered him a “roof” for 20,000 rubles a month.

I have great roofs. And suspended ceilings of our own production, - said Melnichenko.

He didn't flinch. He did not want to understand the rules of the bandits.

... In May 1999, the "Cossacks" entered the village. Now finally.

Valentina Dmitrievna is a migrant. She was the commandant of the village. Came from Kazakhstan with her son. She had the keys to the main production facilities.

You, grandma, will be the first to go to the other world if you don’t give the keys, ”said the leader.

She did not give, but cruelly paid with the health of her only son. He was beaten. He is disabled…"

Dawn was practically crushed. “For 2 years, the Cossacks took out equipment, finished products, equipment,” Melnichenko pointed out in his appeal to the Development Council civil society in Russia. - After dozens of appeals from the leadership of the cooperative and residents of the village to various authorities, after wide coverage of this event in the press and on television, the Sverdlovsk Regional Prosecutor's Office opened a criminal case on the fact of the arbitrariness of the Cossacks. The consequence of "red tape" 6 years. The head of the agricultural cooperative and the chairman of the TOS in the village of Rassvet were repeatedly prosecuted. Intimidated, searched. In the end, in 2006, the cooperative was recognized as an injured person, the case was terminated due to the statute of limitations.

Most of the population left the village. The district administration started selling houses for scrapping and transporting them to the city. The cooperative went to court with a claim for damages. The prosecutor's office canceled the decision to terminate the criminal case and ... The charge of embezzlement of property stolen by the Cossacks was brought former leader agricultural cooperative. Ridiculous. Rough. Brazenly. But on the other hand, how spectacular ... And they will not complain, and there is no need to return the money. Well, isn't that "Sodom Laws"? Laws in reverse. The villagers did not find protection from arbitrariness anywhere.

Many years of litigation began, in which the defendant eventually turned out to be ... Vasily Melnichenko himself. There are few people in Russia against whom so many criminal cases would be initiated, who would be so often subjected to illegal detentions and arrests - on average, at least once a month. In 2005-2006 he conducted journalistic investigations into the raider seizure of agricultural enterprises, which caused particular anger among those in power. In 2006 more than 20 criminal cases were initiated against him. And this is not counting attacks and beatings ... But it is truly unique that Melnichenko not only did not give up, but also managed to defeat the authorities, sometimes even achieve the removal of the most zealous investigators, who especially actively disregarded the law in an effort to imprison him. Being subjected to illegal arrest, provoked by rivals-ill-wishers and local authorities, and spending some time in prison, he achieved that the Basmanny Court of Moscow ordered the Russian Federation to compensate him for material and moral damage.

Melnichenko's journalistic work has been repeatedly awarded prizes. He was declared the winner of the All-Russian competition of journalists writing on anti-corruption topics - "Contrary" named after Larisa Yudina. Became a laureate of the All-Russian competition "Together-2001", held by the UNHCR and the Association of Regional Press, and the sign of public recognition "Symbol of Freedom" for 2004. in the "Free Man" nomination.

Meanwhile, misfortunes rained down on Vasily Alexandrovich literally from all sides. Back in the late 90s, with his colleagues, he developed a technology for the production of filter materials based on diatomite raw materials, the world's largest deposits of which are located in the Urals. Several thousand tons of products were produced. Conducted tests, including industrial ones. The market demanded filter materials for water purification. Having won the RFBR competition, Melnichenko in February 2006. took ownership of an abandoned former expanded clay workshop in the city of Artemovsky. However, during this time, the loan repayment period had already come, and Vasily Alexandrovich was forced to sell the shop to the OKPUR-Aqua company. During the year, the company invested in the reconstruction, and after 8 months the plant began production. Soon it was already used by water utilities in the cities of Nizhny Tagil, Yugorsk, Irbit, Neftekamsk, Novorossiysk, in several northern villages of the Tyumen region, in the city of Ho Chi Minh (Vietnam). More than 20 cities in Russia and abroad have submitted applications for the purchase of a new filter material.

November 2006 LLC "OKPUR-Aqua" received a notice that the plant was bought illegally, that a permit from the Ministry of Defense was required. “It turns out,” Vasily Melnichenko wrote in the address already cited, “this abandoned workshop was an object of the Ministry of Defense. But when I bought it at the RFBR auction, when I coordinated all payment transactions with the Service Department bailiffs, with the tax office, with pension fund, then why wasn't he an object of the Ministry of Defense? How am I to be now? It's a tragedy for my family. My children are students. We live in a village. And I can't earn such a huge amount of money to reimburse the company for the reconstruction (30 million rubles). I am proud that we have managed to produce products that are needed to improve the lives of Russian citizens, which are ready to be bought abroad. But I can’t understand the logic of the state, but why ruin me and my family?”

Having experienced all the “charms” of domestic lawlessness, in 2000. Melnichenko initiated the creation of a coalition of provincial and rural public associations "Ural People's Assembly", of which he was elected chairman. The people's assembly includes more than 40 public organizations of the Sverdlovsk, Tyumen, Kurgan regions. It was created to promote the development of rural areas through the assertion of spirituality, morality, people's welfare, and democratic values. And also to protect the rights of ordinary citizens who have become victims of arbitrariness.

Melnichenko cited a number of such cases in his appeal:

“In 2003, Savina Tatiana, wife of Savin Ivan, from the UUM of the Kamyshlovskiy Department of Internal Affairs, turned to the reception of the Ural People's Assembly and asked to help the grief of her family.

She said that I.A. Savin worked in the police department and only in the last three years was repeatedly recognized as the best district policeman, even in the region he took 2nd place.

But it turned out that at some point there was no luck - the district police officer was assigned the case of the theft of the reserve command post of the Elan division. This also happened in Russia.

Having conscientiously fulfilled his duties, the district police officer Savin I.A. submitted a report to the chief, where he outlined the involvement of employees of the prosecutor's office of the Kamyshlov region in this event.

Savin I.A. was immediately arrested and charged with abuse of power. 90 days I.A. Savin spent with IVS. With difficulty, with great difficulty, the lawyers of the Ural People's Assembly managed to prove the innocence of Savin I.A.

True, in the process of legal litigation against Savin AND.A. more than one accusation was sewn with "white thread". In the end, the prosecutor's office broke the man, and he resigned from the police.

Don't be a slob, don't be a drunkard, don't be lazy. And an excellent police officer, now a former one.

Vladislav Grigoryevich Shikaev worked as the deputy head of the Kamyshlo police department. Police officer with high concepts of honor, duty, law. Member of the battles, awarded with state awards. They say about such people: a decent person.

On duty, he maintained relationships with public organizations, participated in seminars, conferences. In general, for the police - this is a rarity. He treated violators of discipline in the police department very strictly, but fairly. He always went to the defense of his employees, unjustly accused, openly and honestly.

The Prosecutor's Office did not like him. But there was no reason to somehow get rid of the hated lieutenant colonel.

Shikaev V.G. retired, and, naturally, his further work was the legal protection of citizens.

Enraged prosecutors several times tried to falsify against Shikaev V.G. criminal cases, even petitioned the court to place him in a mental hospital. Humiliated. They broke. Persecuted. And just for the fact that Shikaev V.G. does not accept lawlessness and makes every effort to ensure that the courts judge fairly.

In 2005 in with. Galkinskoye began to disappear citizens. Parasunko M.V., a district militia officer, immediately drew attention to these facts. True, the vacation time had just come and for a whole month no one remembered these events.

And in August 2005, the chairman of the agricultural cooperative "Galkinsky" was beaten, and subsequently he died in the hospital from these beatings. Arriving from vacation, Parasunko M.V. immediately joined in the search for those responsible for the beating and death of the chairman.

It should be noted that Parasunko M.V. was on the best account among the precincts. The work was done flawlessly, efficiently, and the site felt orderly.

A.I. Gaan, the investigator of the prosecutor's office, was appointed the head of the operational group. (at his personal request).

District police officer Parasunko M.V. immediately reported to Gaan A.I. about his thoughts on the missing citizens in the village of Galkinskoye and even pointed out that they were buried somewhere in Galkinskoye. To which Gaan A.I. he answered that the tone should not be engaged in nonsense. But Parasunko M.V. continued development and soon confirmed his version and indicated where the corpses of the killed citizens were buried.

With operatives identified possible killers and witnesses. Parasunko M.V. expressed the version that these people may know about the beating of the chairman Teterin L.A. and the persons involved.

What was the amazement of everyone when the investigator Gaan A.I. together with his friends Gorlov V.A. and Teterin S.A. (brother of the murdered Teterin L.A.) organized the giving of false information to the district police officer Parasunko M.V. and operational workers. With the tossing of supposedly beating instruments. And this is after several careful inspections of the place of beating. Parasunko M.V. they threaten him to put all his versions out of his head, and to intimidate him, they arrest him on a falsified charge. Parasunko M.V. was forced to resign from the Ministry of Internal Affairs. In the spring of 2006, the corpses were dug up exactly where Parasunko M.V. indicated, the killer was arrested and convicted. But the murder of chairman Teterin L.A. remained unsolved. (With him and according to documents with his signature, his brother and companion Teterina S.A. sold the property of the cooperative for 5 million rubles).

For the violations of the investigator of the prosecutor's office Gaan A.AND. sent to retire. AND…

... And the former investigator Gaan A.I. took the place of a member of the board of the very cooperative, the chairman of which was killed and the investigator Gaan A.I. I tried not to find it and did everything for this.

And the prosecutor's office of the district organized an unprecedented persecution of the former district police officer of the Kamyshlovskiy police department Parasunko M.V. and instead of fighting crime, he is engaged in making accusations based on far-fetched facts and fictitious crimes.

I gave only three examples where the victims were not ordinary peasants of forgotten villages and villages. They are sent to prisons in ranks. Protection from arbitrariness and lawlessness in Russia is not always found even by law enforcement officers, competent lawyers.

In 2000 Vasily Melnichenko put forward his candidacy for the post of head of the Kamyshlov region. " My first steps would be - the elimination of theft and crime he said, 'cause today no money can help. So they bought the equipment, installed it, but by the morning there was no cable, the engine was taken away ... ... I promised: everyone in the administration who does not want to fight crime will be immediately fired. He promised that the prosecutor's office, the police and the administration of the district would be transferred to the barracks until the situation in the district stabilized. Order is the basis of everything. The second issue is the elimination of unemployment. I bet on 100% employment. Everyone should be able to get hired or start their own business. I don't see any obstacles here. And, finally, I made a big bet on the information and educational system, the activities of public associations, including our branch of the "Development of Entrepreneurship" movement. Need to overcome fear people before the government».

In the elections, the amateurish and already clearly failed German “farmerization” program, adopted by the head of the district, Melnichenko opposed his own, clear and elaborated:

1. Create financial system- credit cooperative of commodity producers.

2. Organize a machine and tractor station on the terms of a consumer cooperative. (The place of arrangement should be decided collectively, taking into account the best efficiency).

3. Urgently resolve the issue of building a dairy plant with a capacity of 10 tons of processed milk per day with the prospect of increasing the capacity to 20 tons. This will provide an annual need of 30-40 million rubles. ( Shopping center with. Kurovsky).

4. Finish work on launching into production a mini-meat processing plant for processing 2,000 tons of meat per year. (n. Dawn).

5. To carry out the reconstruction of the Galkinsky seed-cleaning complex in order to equip a mini-feed mill on its basis.

6. Organize rural information and training centers "The Road to the Light" in the village of Vostochny, Poroshino, with. Skatinsky, Zakharovsky - on the basis of schools and public receptions, so that they can cover as many territories as possible with their services.

7. Reconstruct the premises for a woodworking shop in the village. Kochnevsky and s. Galkinsky.

8. To organize the production of building materials for the construction of individual houses in different settlements.

9. Create practical courses-seminars to train residents of villages and villages in the technology of housing construction "TISE".

10. Build a plant "Diatomite".

What will the territory have in four years if this program is implemented? That's what:

600 new interesting jobs;

The increase in the annual gross production of the territory from 150 million rubles. (including all products of private farms) up to 600 million rubles;

High level of stable wages and income from land shares;

The influx of migrant families into villages and villages and the improvement of the demographic situation;

400 individual houses. That's more housing than the entire area builds in 10 years;

A high level of income and a wide choice of professional application of forces in the countryside will change the situation compared to when people left the countryside for a better share. The youth will remain in the countryside;

More than 100 million rubles will be made annually in tax payments, which will make it possible to painlessly maintain healthcare, education and pay pensions;

The development of processing industries will provide a basis (stimulus) for the expanded production of agricultural products, which will not only save jobs, but will also require an influx of labor from outside;

The work of the information and advisory center will have a positive impact on the development of new methods and technologies of production in the countryside;

The created bodies of territorial self-government in villages and villages will become the guarantor of the observance of law and justice;

The work of public legal offices will equip the population with knowledge of the Law.

Vasily Alexandrovich told his voters that he would not like to be elected, but hired to this position, just like a director or manager is hired - with full responsibility for the task assigned. So that there is an agreement and a clause is written: if within 6 months the situation does not improve for the better, the agreement is terminated. He explained this by the fact that many officials sit in their chairs for 15-20 years and got used to the routine and stagnation. What fresh things can be expected from people who, as the current head of the district, have been holding leadership positions for decades - since the days of executive committees?

In the elections, the authorities used the administrative resources to the maximum and did not skimp on promises. As a result, the "victory" remained with the current head

In 2006 Melnichenko joined the Peasant Front Interregional Public Movement and headed the Sverdlovsk regional branch. Two years later, he became the initiator of the first Peasants' march to the President of the Russian Federation. In the mentioned article, E. Goryukhina represented some of its participants, “dared men who, at their own peril and risk, in the 80s rushed into the unknown: to build a farm on their own land.

... Zoo engineer Gordienko is the first farmer in the Omsk region. His family farm keeps fifty cows, Romanov sheep, goats with the highest quality down. It's time to upgrade your technology. The economy needs development. The farmer cannot get a loan.

…History teacher Vasily Plokhotnyuk is a victim of modern education strategy. The school was closed. The teachers did not go to rob the road. Didn't sleep. Organized farming. It was destroyed. Rough. Brazenly.

... Ivan Novichkov from the kind of Cossacks who came from the Don to Siberia. We stopped on the shore of Lake Nichki. They built a village. She is gone. Novichkov was elected president of the regional association of peasant farms. An attempt has been made on him. And then a series of trials began, in which Novichkov fought back as a defendant.

... Valentin Ishimov did not come to the hearings, with whom I upholstered the authorities' offices six months ago. Those who borrowed money and grain from him according to a simple scheme "self-destructed." State taxes and high bank loans drove the farmer to a standstill. At the end of last year, Ishimov died of a heart attack. The farm of one of the first farmers went bankrupt after the death of the head of the family.

... Pyotr Shcherbak - Chairman of the Association of Peasant and farms Krasnodar Territory. Farmers asked (attention, reader!) a loan of 32 million rubles for three districts of the Krasnodar Territory. It didn't work out!"

Unfortunately, that move didn't get the attention it deserved. federal authorities to the problems of the Russian village ... Rural bankruptcy has become a real nightmare for a few farmers. In 2007 Vasily Melnichenko wrote a lengthy appeal to the Council for the Development of Civil Society in Russia. In it, in particular, it was said:

“So a meeting of the Council for the Development of Civil Society in Russia was held at a large round table. The members of the Council and the President discussed and decided together how and what is best done for the development and establishment of civil society institutions in Russia. And all the questions were important and required an immediate solution. And everyone had something to say. And everyone was right. And the President was right, who also said everything correctly.

And at this time, in the depths of Russia, far from the capitals and large cities, there are brazen and cruel seizures of land and property of the peasants. Hiding behind the words "bankruptcy" and "financial recovery", with the absolute support of local authorities, with the help of state bodies, the connivance and inaction of the prosecutor's office, often without any legal grounds, organized groups of invaders rob the property of peasants with the aim of further sale.

There are robberies that lead to irreversible processes - the desertification of vast rural areas.

The absence of true local self-government in villages and villages, the corruption of law enforcement structures and courts, do not give any opportunity, and even hope, to the inhabitants of villages and villages to overcome the degradation that has overwhelmed them.

The enemies of the Russian people and the state are the lack of local self-government, the lack of justice and the presence of total corruption. Without solving these three main issues, the depopulation of the Russian people will continue until its complete disappearance.(…)

Kamyshlovskiy district of the Sverdlovsk region. Over the past 20 years, the population of the district has decreased by 4,000 people. The main indicators of agricultural production decreased by 2-4 times. In many localities, it is not available at all as such. Closed a dozen clubs and houses of culture. Closed 2 district hospitals. A modern dairy complex, 4 pig farms, etc. were abandoned and subsequently destroyed. etc. Only one out of 15 former large agricultural enterprises remained intact in the region. 12 are bankrupt, one was seized with the help of tax and judicial authorities, one was seized by bandits without any trial, and when the villagers resisted the invaders, they looted and burned it.

The intention to seize agricultural enterprises can be immediately determined by assessing their property. High-yielding cows are valued at 120-400 rubles, tractors and cars from 1000 to 4000 rubles. Thus, the huge farms of the region, in which from 70 to 400 people worked, with owners-shareholders from 100 to 700 people, with fixed assets in the amount of 20 million rubles to 400 million rubles, were sold for 126,000 rubles, for 400,000 rubles, for 3 million 600 thousand rubles.

The consequences of such “financial recovery” procedures are terrible in terms of devastating consequences for villages and villages. We are sure that the bankruptcy of agricultural enterprises did not bring any benefit (only harm) to either the state or the peasants themselves. It was much easier to act - to write off debts and give them the opportunity to develop their territories themselves. And so the state structures allowed a myriad of all kinds of arbitration managers, their assistants, their patrons to get rich. And no more.

In the meantime, the 4th orphanage for social orphans was dug in the district. It is noteworthy that there are also four nursing homes (modern almshouses). There were none 20 years ago. This is despite the fact that such services as housing and communal services, energy supply also, in turn, significantly increased their staff of managers. At the same time, no new capacities were built or even the existing ones were repaired.

The expansion of administrative services by creating new jobs for relatives of already working leaders is a direct threat to the state of Russia. And this will continue until they run out of relatives.

I will especially note that the growth of crime is directly proportional to the growth in the number of law enforcement personnel.(…)

In my address to you, I cited only a small fraction of examples from the life of the Russian hinterland.

From the above examples, you can draw conclusions about the real state of life in rural Russia, about the interaction of citizens and government structures, about the formation and development of civil society. For now…

... While ministries and departments are dividing functions and portfolios, while candidates are being selected in the highest echelons of power for the President of the Russian Federation, while municipal authorities are creating and dividing new positions, while the prosecutor's office is building a concept for fighting corruption and sharing duties with the police, while judges are busy recalculating and dividing increased wages, bandits share everything else.

Such a total seizure of property and land from the peasants can only be justified by the occupation of rural areas by enemy forces, with the simultaneous complete annexation of all property in favor of the invaders.

Stop the chaos!"

Centuries ago, the ideologists of the French Revolution defined the peasantry as a class hostile to the revolution. This hatred for the plowman, for the farmer, was carried over by all future generations of revolutionaries. In literature, she found reflection in the work of the "petrel" Gorky. In life, it resulted in the destruction of the peasantry as a class. Destruction that lasted decades and continues to this day. Soviet power began for the peasants with a surplus appropriation, which led them to the greatest ruin, to riots, and to cruel reprisals against the recalcitrant. During the years of the New Economic Policy, the situation improved, but a blow immediately followed, which A.I. Solzhenitsyn rightly called fracture of the Russian ridge. Collectivization. The catastrophe that cost us the lives of millions of men and destroyed, in essence, the village. Now enough documents have been published that reveal the milestones of this terrible tragedy. We will not turn over them now, because. such an immense topic does not fit into the narrow scope of this article.

In the 60s, the village had a chance. In some places, as part of the experiment, the so-called. "link farms". The very ones that were later adopted from us by China and became the basis of its economic miracle. And which were so mediocrely ruined with us ... “A family contract, a team leader, a brigade passed through the country like rain on a dry steppe, give beautiful, live shoots,” wrote B.A. Mozhaev ("What is it, happiness in Russia?"). - Yields, milk yields, weight gain, etc. have increased. (...) Tell me now - so, perhaps, they will not believe it. After all, this is necessary! - by the end of 1966, we had nowhere to put meat and butter ... And there was nowhere to store ... Hence the terrible congestion of livestock at reception points ... And the total death ... Only at one Barnaul meat processing plant during the winter of 1967 more than thirty thousand cattle froze ... And then " guilty" was a family and link contract on the farms of collective farms and state farms. Painfully many cattle were bred. (...) And immediately an order throughout the country: “Forbid selling fodder to all private traders!” (...) That's how we buried the family contract.

“Tell me now - so, perhaps, they won’t believe it ...” In fact, it’s hard to believe. For example, in Melnichenko's native Kamyshlovsky district, where productivity was not high before, over 20 years (1987-2007) it decreased by a third. “We have always had the same difficulties in animal husbandry,” Vasily Alexandrovich points out. - Firstly, a complete personnel failure - there is simply no one to do the daily hard agricultural work. Secondly, the lack of feed and their high cost. It was expensive feed that became the main reason for the sharp reduction in the number of cows and pigs in private farms. Let me remind you that in the 80s in Russia as a whole, grain was harvested 30-40 percent more than at the present time, and in our Kamyshlov region - twice as much. But even at that time, livestock on farms periodically died from starvation. Thirdly, cows. Or rather, the lack of breeding stock. The problem of providing breeding stock for rural livestock breeders concerns not only cows, but also pigs, goats, sheep and even rabbits. There are no more breeding stations in Russia capable of meeting the needs of the village. So they bring Danish, Dutch, French and other foreign cattle to the Urals and Siberia. And that's a lot of money.

To these three main reasons, one more is added - the inability of the peasant to enter the market on his own or sell products at reasonable wholesale prices. So there were circumstances that the main "cream" from agricultural products is removed by traders and resellers. The trader "earns" on the extra charge per day more than the peasant for the whole season. This speculation has nothing to do with labor - it is rather a decent form of theft that cannot be eradicated by legislation.

There is another attack on peasant industries, on the villages and villages of Russia - arbitration managers appointed by the Russian Arbitration Court and sent to the villages for the "financial recovery" of agricultural enterprises. It was this institution that caused the final destruction of many rural facilities. If you see booms of cranes and bulldozers in the village, working on the dismantling of pig farms and dairy complexes, solid reinforced concrete and brick buildings, apartment buildings, this is the work of arbitration managers who are “healing” Russian villages. Everything that has at least some value at these facilities, "intruders" of arbitration courts on behalf of Russian Federation removed and sold.

The state announced that it would spend a lot of money on the development of agriculture. But in addition to money, each farm will need from three to ten specialists - livestock specialists, engineers, agronomists, power engineers, veterinarians, etc. They need to be settled somewhere. And residential buildings in the villages have already been sold to visiting "entrepreneurs", who immediately dismantled them and took them to suburban areas, where they used them to build summer cottages, warehouses, and trading bases. This happened, for example, in the village of Kurovskoye in our district and the village of Pecherkino in the neighboring Pyshminsky district. If specialists were needed here now, they would have nowhere to live - the 24-apartment houses for them were sold to visiting “merchants” from the southern regions, in fact, for scrapping, each for 90 thousand rubles. The cost of building the same new house is 20-25 million rubles, an amount that is unbearable for a village today. A concrete box is all that remains of the Galkinsky dairy complex. Once a dairy herd of 900 heads was kept here. The leaders of the new conscription sold the entire complex for scrapping for 1 million rubles. The creation of a new such complex will cost 1 billion rubles. Dairy farm collective farm them. Budyonny, in the Pyshminsky district, had 700 dairy cows. Today, in the ruined complex, the same desolation. And, I know, there are countless examples in Russia.

Under such conditions, we cannot have commercial, high-quality and efficient agricultural production. Only one or two “gentlemen” for the whole village will prosper at the most, and the rest will either be in bondage and poverty, or in laggards and also not in abundance. Therefore, the peasants tear their claws to the cities, where you can at least earn something to feed your family.

Statistics is a dispassionate science, it honestly shows what problems there are in Russian agriculture. And these problems are aggravated and already seriously affect the security of the state. I think the new owners are destroying agricultural facilities without malicious intent, it's just business like that. Having earned on the dismantling of farms, boiler houses, residential buildings, they will leave. And the scoundrels who are selling their "small homeland" brick by brick will remain to live here. And they will ask the state for money for a new “bright future” for their villages and villages.

If you forgot how to build, save at least what was built».

The technology is based on the hydrochemical activation of siliceous rocks and their mechanical and thermal processing. Analogues of the material are widely used on the market, inferior to it in a number of characteristics: cost, impact resistance and lightness, heat-shielding properties. The market is experiencing a shortage of building materials in this category.

Foam silicates of the "Flint" series are a new foam-glass-ceramic structural and heat-insulating material that surpasses analogues in price competitiveness. Demonstrates all the technical parameters inherent in foam glass obtained by traditional methods - from sand or broken glass. Possesses identical chemical composition compared to foam glass obtained from sand or finished glass.

June 26, 2011 At the conference of the interregional public movement Peasants' Front, Vasily Melnichenko was elected chairman of the political council of the Peasants' Front. That same summer, the peasants again went to Moscow, and Vasily Alexandrovich himself met with the President of the Russian Federation. But, like previous meetings, this one did not produce results, except for the usual promises... Melnichenko's projects, however, are gaining popularity. They are being discussed. And especially - the project "New Village - New Civilization", on the basis of which programs for the development of other regions of various regions of Russia are already being drawn up. It is almost impossible to count on the help of the authorities, who have been engaged in the struggle against the peasantry for a century. I would like to wish only one thing - would not interfere. It would not hurt, even now, even from the second run, to implement everything that was not given in the 98th. And then, step by step, village after village, maybe a new civilization will manifest itself. New Russia...
