To receive scholarships, a student must have a payment card.
Currently, to apply for a card, it is enough to have an identity card with you. If in the first month of study you do not have payment card, or it is in the process of being prepared, you will receive a scholarship at the end of the month the card is made.
STATE ACADEMIC SCHOLARSHIP
The state academic scholarship is awarded to students (bachelors, specialists, masters) studying full-time at the expense of the federal budget, depending on academic success based on the results of intermediate certification at least 2 times a year.
A student who is awarded a state academic scholarship must meet the following requirements:
Lack of "satisfactory" grades based on the results of the intermediate certification
No academic debt
In the period from the beginning of the academic year until passing the first intermediate certification, the state academic scholarship is paid to all first-year students studying full-time at the expense of the federal budget.
This means that if you entered 1st course, then at first you will be awarded a scholarship in the minimum amount established at Moscow State Pedagogical University until passing the intermediate certification (end of the first semester) - 1407 rubles. The scholarship is paid once a month. Sending a payment order for transfer Money is carried out by the federal treasury the next day after the application is submitted by the university. Then, within 3 working days, banks distribute money to students' accounts, according to the submitted student registers. State academic scholarships to students are paid in amounts determined by the university independently, within the funds allocated to the university for scholarships for students (scholarship fund), in compliance with the standards established by the Government of the Russian Federation for each type of scholarship. The standard for the state academic scholarship is 1340 rubles. for 1 person. The procedure for distributing the scholarship fund by type of scholarship is also determined by the university independently.
The scholarship for the period of the summer months (July, August) is paid if the student, according to the results of the intermediate attestation (summer session), has grades “good” and “excellent”.

1. In the event that a student has not passed tests and exams within the time limits established by the educational organization, according to good reasons(illness, family circumstances, natural disasters), the management of the educational organization (after the student submits supporting documents) sets individual deadlines for passing tests and exams, after which he is assigned (or not assigned) a scholarship.
2. If the student was transferred from one educational organization to another, the scholarship is paid after the difference in curricula is eliminated.
3. If a student, following the results of passing an intermediate certification (examination session), has at least one “satisfactory” mark and (or) academic debt in one of the subjects, then he automatically loses the right to receive a scholarship until passing the next intermediate certification.
4. If the student is on academic leave due to academic failure, the scholarship is not paid.
5. The payment of state academic scholarships to students ceases from the moment the student is expelled from the organization.
STATE SOCIAL SCHOLARSHIP
The social scholarship is assigned to students who are:
orphans and children left without parental care, persons from among orphans and children left without parental care, disabled children, disabled people of groups 1 and 2, disabled since childhood, students exposed to radiation due to a disaster at Chernobyl nuclear power plant and other radiation disasters, as a result of nuclear tests at the Semipalatinsk test site, to students who are disabled due to a military injury or illness received during military service, and veterans of military operations, as well as students from among citizens who have been in military service for at least three years under a contract in the Armed Forces of the Russian Federation, in the internal troops of the Ministry of Internal Affairs of the Russian Federation, in engineering and technical, road construction military formations under federal bodies executive power and in rescue military formations of the federal executive body authorized to solve problems in the field of civil defense, the Foreign Intelligence Service of the Russian Federation, federal security service bodies, state security bodies and federal body ensuring mobilization training of state authorities of the Russian Federation in military positions to be replaced by soldiers, sailors, sergeants, foremen, and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1, subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 No. 53-FZ "On military duty and military service”, or students who are eligible to receive state social assistance (poor people who have provided a certificate issued by the USZN at their place of residence).
The scholarship is paid monthly. The main difference between a social scholarship and others is that it does not depend on the success and academic performance of the student. On the this moment the size of the state social scholarship at MSGU is 2111 rubles monthly.
A student who is in arrears in mid-term certification is also entitled to receive a social scholarship.
The payment of the state social stipend is terminated from the first day of the month following the month of termination of the grounds for its appointment, and is resumed from the month in which a document confirming compliance with one of the preferential categories was provided.
The fact that a student is on academic leave, as well as maternity leave, parental leave until he reaches the age of three years, is not a basis for terminating the payment of state academic and state social scholarships assigned to the student.
The state social scholarship has a declarative character. For its appointment, each student, regardless of the type of benefit, must apply for this scholarship and attach documents confirming the right to benefits.
Students belonging to the category of "poor" submit a certificate from the place of residence on the right to receive state social assistance.
Applications for state social scholarships are submitted to the deputy director (dean) for educational work of their institute (faculty).
A student who has not submitted such an application is not automatically assigned a state social scholarship!
Orders on the appointment of state social scholarships are prepared by institutes (faculties) on the basis of applications submitted by students.
The scholarships are not large enough to last a month. But for a student living and studying in Moscow, an additional thousand rubles will not hurt. This article will focus on the types and amount of scholarships, social assistance and its receipt.
Each university has a different amount of scholarships, but the minimum is 1200 rubles. In the first semester, everyone receives a student allowance, regardless of grades. In the second, only those who studied “good” and “excellent”, passed the session and have no debts for offsets will receive payments. Excellent students are given an increased scholarship, the increase is established by the Academic Council.

Social

Last year, 300 graduate students received 14,000 rubles each, and 2,700 students received 7,000 rubles each. This is a presidential scholarship fund. Government payments are no less prestigious. In 2015, the Prime Minister of the Russian Federation, Dmitry Anatolyevich Medvedev, signed a resolution on the standards for issuing academic and social scholarships.
The amount of payments for academic studies will increase, and to be more precise:
- students studying in secondary vocational institutions will receive a minimum of 487 rubles a month;

II. Assignment of an increased social scholarship to students of 1 and 2 courses
Conditions for awarding an increased social scholarship:
1) submission of documents for registration of a social scholarship (see Section I. "Issue of a state social scholarship");
2) the results of the last passed session - grades "good" and "excellent", without prolonging the session and debts.
To apply for a social scholarship You need to provide a specialist in the social protection of students of the faculty:
1) filled form applications for the appointment of increased social scholarships;
2) the original certificate from the USZN bodies, giving grounds for receiving a social scholarship. When submitting a certificate for the second semester of the academic year, you can provide a copy of the current certificate, provided that the original was submitted in the first semester.
3) a copy of the record book with the results of the last passed session.
Document submission deadlines: at the end of the semester at the end of the session.
An increased social scholarship is assigned for the next semester based on the results of the session.
III. Providing material assistance
Financial assistance is provided to students of the budgetary form of education in the first place:
- orphans and children left without parental care, students affected by the accident at the Chernobyl nuclear power plant, participants in local military conflicts and children of dead military personnel; disabled students of groups 1 and 2 (2 times a year);
- students from large and single-parent families, students with children;
- due to lack of funds for food, clothes, shoes;
- to pay for treatment, rehabilitation, purchase of expensive medicines and medical equipment;
- in connection with the birth of children, marriage (marriage), death of close relatives, single parents, student parents;
- in connection with the cost of study guides, methodical literature and other auxiliary materials necessary for training;
- to pay students' expenses during business trips to participate in various conferences, competitions, sports competitions, etc.;
- to help students living in the dormitories of the Moscow State Pedagogical University.
Financial assistance is assigned to students once a year.
To apply for financial assistance, you must provide a specialist in the social protection of students of the faculty:
- filled application form indicating the reason for the request;
- documents or their copies confirming expenses (for the purchase of medicines, additional educational literature, necessary clothes, shoes, etc., for participation in various conferences, competitions, sports competitions, etc.), the birth of a child, marriage, death of a close relative.
Application deadlines: before the 5th of each month.
IV. Appointment of increased academic scholarships
- behindactive organizational and cultural activities(appointed to current members of the student council of the faculty, activists, regular participants in all faculty and university events, organizers of events and extracurricular activities of students of the faculty;
- behind sports achivments (appointed to active participants in sports events at MSGU, students representing the faculty and the university at interuniversity sports competitions, on the recommendation of teachers physical education);
- for research work(assigned to regular participants of student scientific conferences and forums, students with scientific publications).
Conditions for awarding advanced academic scholarships: Passing the last exam session with "good" and "excellent" grades without debts and prolonging the session.
An increased academic scholarship for organizational and cultural activities, sports achievements and research work is assigned for a semester. It is possible to reapply.
To apply for the appointment of an increased academic scholarship in one of the areas, you must provide a specialist in the social protection of students of the faculty:
- filled application form with a list of achievements in a particular field, mainly for the last semester (or for the entire period of study for applicants for the first time), certified by a specialist in educational work / physical education teacher / curator of your scientific activity and a representative of student government;
- photocopies of diplomas, awards, certificates of participation in events and / or recommendation and confirmation of participation from a specialist in educational work, scientific work, department of physical culture.
Application deadlines: the beginning of each semester (no later than September 5 for the first semester; no later than February 5 for the second semester).
The number of scholarships for the faculty is limited, applications are competitively selected.
V. Accommodation for non-resident students in MSGU dormitories
To apply for a hostel, you must submit to the student social protection specialist:

- a photocopy of the passport with a page indicating the place of your permanent registration.
VI. Providing students with social transport cards
In pursuance of Decree of the Government of Moscow No. 668 - PP dated November 18, 2014 "On the issue, issuance and maintenance of social cards in the city of Moscow » FROM JANUARY 1, 2015 it will be possible to issue a student social card only in multifunctional centers(ADDRESSES OF THE MFC IN MOSCOW HTTP://PGU.MOS.RU/RU/MFC/).

This Regulation regulates the basic principles of supporting talented youth, the procedure for appointing and paying personal scholarships established by the State Budgetary Educational Institution of Higher Professional Education of the City of Moscow "Moscow City Psychological and Pedagogical University" (hereinafter referred to as GBOU VPO MSUPE) to students and undergraduates of universities of the Russian Federation, leading scientific research in psychology.
^ GENERAL
Personalized scholarships were established by the State Budgetary Educational Institution of Higher Professional Education of the Moscow State University of Psychology and Education with the aim of encouraging the research activities of students and undergraduates of Russian universities conducting scientific research in the field of psychology.
The scholarship is awarded to students and undergraduates under 35 years of age, on a competitive basis, in accordance with these Regulations.
Students of 4-5 courses and undergraduates studying full-time and part-time, conducting scientific research in the field of psychology are eligible to apply for scholarships.
Scholarships are established by nominations (Appendix 1), in the amount and quantity determined by these Regulations, on the basis of the provision of the relevant documents specified in Section 3 of these Regulations.
^ STAGES OF THE COMPETITION
The first stage is the announcement of the competition on October 1 of the current year.
The second stage is the acceptance of applications for participation in the competition from November 1 to November 30 of the current year.
The third stage is the processing of applications for participation in the competition, consideration of applications by the Competition Commission and identification of winners from December 1 to December 15 of the current year.
The fourth stage is the awarding of the winners of the competition, the execution of all necessary documents for obtaining a scholarship in January of the year following the year of the competition.
The fifth stage is conducting scientific research on the announced topics and paying scholarships from January to June of the year following the year of the competition.
^ COMPETITION PROCEDURE
The announcement of the competition and these Regulations are posted on the official website of the MSUPE.
To participate in the competition, candidates independently form and submit to the Organizing Committee of the competition (hereinafter referred to as the Organizing Committee) a package of documents specified in section 4 of these Regulations.
The composition of the Organizing Committee of the competition is approved by the order of the rector of the MSUPE. The term of office of the Organizing Committee is 1 year.
Competition Organizing Committee:
Conducts a competition for awarding scholarships;
Accepts and registers packages of documents for participation in the competition;
Ensures the distribution of documents * ■ "by nominations, the safety of application documents;
Provides packages of documents to the Contest commissions.
The composition of the Competition Commissions is approved by the Academic Council of the SBEI HPE MSUPU. The commission's term of office is 1 year.
Members of the Contest Commissions (hereinafter referred to as Experts) in nominations:
Check the compliance of candidates with the requirements of section 1 of these Regulations;
Conduct an examination of packages of documents according to the evaluation criteria listed in Section 5 of these Regulations;
For each criterion, each Expert assesses on a ten-point scale. Estimates of one expert for all criteria are summarized. The final score of each candidate is calculated as the average score of the Experts;
The final rating of candidates and the list of scholarship holders are formed. Decisions of the Contest Commissions are documented in protocols, which are signed by the chairmen of the commissions and sent to the Organizing Committee.
The list of scholarship holders on the proposal of the Competition Commission is approved by the rector of the MSUPE.
The Diploma Ceremony for the scholarship holders is held by the Contest Committee and the Organizing Committee of the Contest.
^ PROCEDURE FOR SUBMISSION OF DOCUMENTS FOR THE COMPETITION
* To participate in the competition for a scholarship, you must submit the following documents to the Organizing Committee of the competition:
Motivation letter;
Presentation of the head of the department or the dean of the faculty where the candidate is studying (Appendix 3);

When deciding on the award of scholarships in the declared nomination, the Competition Committee is guided by the following criteria:
Compliance of the work with the subject of the competition for a nominal scholarship;
Relevance and novelty of the research conducted by the candidate;
Correct statement of the problem and goal, selection of the object and subject of research, formulation of tasks and work hypotheses;
Justification of the choice of methodological support, its compliance with the objectives of the study, justification of the study sample;
The quality of the description and justification of the research program;
Quality of generalization of literature;
Use of foreign experience;
Logic, persuasive presentation of the material and evidence;
Application of research results in practice and applied value of the work;
Active participation in the scientific life of your university, availability of scientific publications, membership in the International Society for Cultural and Activity Research (ISCAR) and other international scientific societies.
^ PROCEDURE FOR APPOINTMENT AND PAYMENT OF THE SCHOLARSHIP
For each of the nominations, two scholarships are established for students and masters: one for candidates from the MSUPE, one for candidates from other universities.
The scholarship is awarded to scholarship holders for one academic semester from January 01 to June 30 of the year following the year of the competition.
* The size of the scholarship is established by the order of the rector of the Moscow State University of Psychology and Education.
Scholarships are paid monthly.
The scholarship fund is formed from extrabudgetary funds MSUPU.
The Competition Committee reserves the right not to award scholarships.
^ PROCEDURE FOR ACCOUNTING, REPORTING AND CONTROL
The scholarship holder is obliged to personally attend the graduation ceremony, or to appear at the SBEI HPE MSUPE within a month after the rector of the SBEI HPE MSUPU approves the list of scholarship holders to complete the necessary documents for obtaining a nominal scholarship (Appendices 4, 5).
The chairmen of the Contest Committees appoint each scholarship holder scientific supervisors from GBOU VPO MSUPU (hereinafter referred to as the Head).
The Scholarship holder is obliged to provide the Head and Organizing Committee of the competition with a monthly report (Appendix 6) on the work done.
The leader monthly submits an opinion on the work carried out by the scholarship holders to the Contest Commissions and the Organizing Committee of the competition.
According to the results of the study, at the end of the scholarship period, the scholarship holder is obliged to submit final report in the shape of scientific article for consideration by the Organizing Committee of the competition no later than 30 June current year.
The requirements for the text of the article correspond to the requirements for scientific articles in the journals "Cultural-Historical Psychology", "Psychological Science and Education". The materials of the articles are recommended by the Organizing Committee for publication in one of the above journals, corresponding to the subject of the study.
The organizing committee of the competition provides the scholarship holder with the requirements for the final report no later than January of the year following the year of the competition, well

RESTRICTIONS
The payment of a scholarship may be terminated ahead of schedule in the event of:
! Non-compliance of the scholarship holder's monthly report with the requirements of the Regulations;
Non-submission by the scholarship holder of a monthly report to the Head and the Organizing Committee of the competition;
8.1.4. Deductions of a scholarship holder from a higher educational institution;
Granting academic leave to the scholarship holder;
Committing acts discrediting the title of a scholarship holder;
Inconsistencies of the scholarship holder's monthly report with the topic declared for the competition.
The decision to cancel the scholarship is made by the rector of the Moscow State University of Psychology and Education based on the proposal of the Competition Commission.
^ OTHER TERMS
A candidate can participate in the competition for a scholarship an unlimited number of times.
The appointment of a scholarship does not deprive the candidate of the right to other scholarships and benefits.
A candidate can be awarded a scholarship in only one of the presented nominations, while the candidate can send applications in several nominations, indicating the priority.
In the case when the candidate showed the best results in two nominations, he is awarded a scholarship for which he scored large quantity points.
All issues not regulated by these Regulations are resolved by the rector on the recommendation of the Competition Commission -> in accordance with the legislation of the Russian Federation.

The scholarship is a form of incentive for students.
The purpose of its provision is to support students in their development of the educational program.
However, this form of incentive is not available to everyone!
What it is?
This type of scholarship is one of the payment options that are due to full-time students only. In addition, a social scholarship is issued only to those students who study at the expense of appropriations provided from the federal and/or regional and/or local budgets.
The procedure for its issuance regulated primarily by Federal Law No. 273-FZ "On Education in the Russian Federation" dated December 29, 2012. (hereinafter referred to as Law No. 273-FZ) paragraph 5 of Art. 36. In more detail, the procedure for providing these payments was approved by the Ministry of Education and Science of the Russian Federation in Order No. 1000 dated 08.28.13.
This regulatory document In particular, it says that:
- the amount of the scholarship is assigned by the educational institution, but taking into account the opinion of the trade union of this institution (if any) and the opinion expressed by the student council of the same institution;
- at the same time, the amount of the scholarship cannot be less than the amount established by the Government of the Russian Federation. These standards are established taking into account the current inflationary level, for each category of students and the level of their vocational education.
Познакомиться with the size of the social scholarship it is possible in the Decree of the Government of the Russian Federation No. 899 dated 10.10.13. This Decree was adopted to fulfill the requirements of paragraph 10 of Article 36 of Law No. 273-FZ.
Payouts
In 2019, it is planned by state regulatory legal acts gradation of social scholarship accruals, based on the indicators of the success of the training process with reference to the grounds for its accrual:
- Social Academic Scholarship- due to all first-year students who entered the budget and continue to study successfully. For the 2018-2019 academic years, the amount will be 1482 rubles. This value is fixed and does not require the provision of additional documents and certificates.
- Basic social- due to all students, starting from the second semester of the 1st year and until the moment of graduation from a higher educational institution, provided that all session exams are passed not lower than "4". This year, such a payment is equivalent to 2,227 rubles. Unlike academic, it will need to be regularly confirmed after each credit semester.
- Social- for students whose marks in all subjects are only "4" and "5". Its value is determined by the educational institution independently, based on the internal documentation and powers of the university within the framework of the regional legislative acts in this area. However, it cannot be less than the basic scholarship.
- Increased social This is the privilege of excellence. As a rule, its size is equivalent to the minimum subsistence level in the region where the student is studying.
Thus, the academic social payment is guaranteed to the student in any case, even if the grades are not very good. But the possibility of increasing this amount will need to be confirmed meritorious learning outcomes.
Those categories of citizens who are brought up in an incomplete family, or one of the parents is a disabled person of the 1st group, are entitled to an increased scholarship.
At the end of each semester, progress is evaluated, and if its result allows you to increase the scholarship without supporting certificates, this is done in automatic mode. All documents - about income, benefits are relevant throughout the year. If a student takes an academic leave, accruals are suspended and will resume when he returns to study.
As for secondary specialized educational institutions, there were no significant changes in the order of accrual of scholarship payments and their amount. As before, in 2019 this amount will be 730 rubles monthly. This applies to those who are trained as part of the training of specialists of the middle category, skilled workers and employees. 2010 rubles for students in higher education.
Who is eligible to receive
Paragraph 5 of Article 36 of Law No. 273-FZ presents big list those persons who are eligible for this scholarship. These persons include, in particular:
This list is closed. But in addition to this list, there are also two conditions, which determine the right to receive social scholarships and must be observed at the same time:
- full-time education;
- and in the budget department.
If the above persons study at a paid department and (or) they have an evening or correspondence form of education, then they are not entitled to count on a social scholarship. However, when assigning social scholarships to students, there are some nuances. 
The nuances of the appointment of social scholarships
Law No. 273-FZ provides for the case when a social stipend can be paid in excess of the established standards. This case includes needy 1st and 2nd year students who study full-time, budgetary department and receive higher education undergraduate and graduate programs. At the same time, these persons must have grades in their academic performance of at least “good and excellent”. The social scholarship for such students is increased to 10,329 rubles (excluding the regional coefficient). And it is appointed according to the results of the intermediate certification.
But in order to receive this scholarship, you need to document prove financial position student families.
If a student falls into (before the child reaches the age of three), due to pregnancy and childbirth, or takes an academic leave, then for this period the payment of a social scholarship does not stop. So it is established in paragraph 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 dated 08.28.13.
Regarding the scholarship nonresident students, then in Law No. 273-FZ and in other adopted in accordance with it normative documents there is no restriction on receiving social scholarships based on the criterion of residence. Therefore, the specified student receives a social scholarship on a general basis.
Design rules
First of all, a scholarship is awarded from the date when the student submitted a document to the educational institution, which confirms his compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36. This document is Certificate issued by the local social security authorities.
To get this help would need:
- passport (or other identification document);
- a certificate indicating the form of study, course and other similar data. This document is issued by the educational institution where the student is studying;
- certificate of the amount of the scholarship for the last three months. It is issued by the accounting department of an educational organization.
For nonresident students additionally required:
- a copy of the certificate of registration in the hostel, or a certificate in the form No. 9. This form is a document confirming the local registration of a nonresident person. Receive it at the place of registration;
- receipts confirming payment for accommodation in the hostel. Or you need to submit a certificate issued by a passport officer at the student's place of residence, stating that he does not live in a hostel.

As soon as everything is collected, the social security authority draws up a certificate for receiving a social scholarship, which is transferred by the student to his educational institution. It is worth noting that very often it is required to submit the specified certificate during September so that the student can quickly receive the necessary assistance. These terms should be clarified with the educational institution itself.
As soon as the certificate is submitted, the scholarship is awarded. The basis for the actual payment of this income is the administrative local act published by the head of the educational institution. The scholarship is paid every month. But the certificate confirming the right to a social scholarship is valid for only one year. Therefore, for the next academic year, you will have to draw it up again.
It is worth noting that the termination of the payment of a scholarship can be made if the student is expelled or there is no reason to receive it (i.e., a certificate from the social security authority is not submitted).
